March 2024 – APPROVED! After more than a year of plan reviews and adjustments, our onsite plans for Phase 2 have been APPROVED.

As a reminder, Phase 2 will include grading, installation of underground utilities and lighting, installation of the storm pond, and most importantly, adding nearly 130 new parking spaces at Masjid Tawheed (more to come in Phase 4)!

We will also be able to install our second entrance/exit on Elk Grove Florin Rd, thereby making entering and exiting the Masjid easier for all. The EGACC Board of Directors is working with various contractors to collect bids on this job. Thus far, we are waiting for bids from the following:

  2. DryCo
  3. Resilient Builders Inc (RBI)
  4. McClernon Grading and Excavating
  5. Alta Concrete

As we continue to work with other contractors to secure bids, we will update this list. All licensed Class A or B contractors are encouraged to contact admin@masjidaltawheed.com for consideration.

Please note, our offsite plans continue to be under review.

February 2024 – There is good progress on our onsite plans. A fresh submittal occurred last month which incorporated the requested changes from the City. All fees have been paid and our team continues to work on offsite plans for improvements on Elk Grove Florin Rd and Campbell. We look forward to good news in the near future.

January 2024 – Our team experiences a delay as another change is requested around our proposed meandering sidewalk. With a request to remove this feature, further revisions are now expected which will impact both our onsite and offsite plans. All teams are working on these changes.

December 2023 – Our engineering team met with Sacramento County in November to learn more about their issues and comments. This meeting was fruitful, and we gained valuable insight on what changes to implement in our next submittal. The team also continues to work on revisions to our offsite plans.

November 2023 – Our engineer team submits updated plans to the City of Elk Grove which includes the revisions we’ve worked on since September. No other updates at this time.

October 2023 – We have received feedback from the City of Elk Grove and the Sacramento County Water District. Our engineering team beings working on redesigning the storm pond. Our team has also submitted plans to the Sacramento County municipal district for approval of our sewage treatment improvements. The team also works on revisions to the offsite plans on Campbell and Elk Grove Florin Rd.

September 2023 – After several months of updates to the site plan, our Engineering team has submitted revisions to the plan. The revisions will now be reviewed by the City of Elk Grove and we anticipate hearing back in the next few weeks.

June 2023 – No major updates for the month of June as the Engineering team continues to work on updates to the Phase II Plan. Part of the work being focused on is the widening of Campbell Rd per our Site Plan Approval, deepening of the Storm Pond and adjustments to the retaining wall enclosure that surrounds it, adjustments to the new entrance on Elk Grove Florin Rd to ensure visibility, and changes to the electrical and landscaping plans in areas that are affected by the city comments. We hope to submit all documents to the city soon.

May 2023 – The city has responded with a series of comments related to the plans we submitted in early April. Our engineering team is working on addressing all of the comments. In the meantime, we are continuing to seek contractors who hold a Class A or Class B license to bid on the project.

April 2023 – Submitted! Our engineering team has submitted plans to the City of Elk Grove to commence Phase II of our construction project. This phase will include grading of the southern portion of our property, installation of all underground utilities such as water and electric, fine grading of the property, pavement of the parking lot adding over 120 additional parking spaces, installation of the storm pond, and installation of the irrigation system and all landscaping.

The phase will also include installation of conduits for lighting and electric vehicle charging stations. Lastly, this phase will also include the installation of a left-hand turn lane from Elk Grove Florin Rd into the new (second) entrance into the Masjid property allowing for greater ease when entering and exiting the Masjid.

We anticipate it will take the city 2 or more months to review this package and to provide comments. We anticipate work beginning in June 2023 or thereafter, dependent upon when permits are issued. In the meantime, we are seeking Class A or B contractors to bid on the project. Inquiries can be sent to admin@masjidaltawheed.com.

March 2023 – Our engineering team is close to finalizing the package submittal for us to begin Phase II. The Cosumnes River Fire Department is severely behind and has not provided us responses to our questions for nearly 3 months. We have decided to proceed forward with the package submittal with placeholder items for the Fire Department to review during the city review process. Submittal is anticipated to be in the first week of April.

February 2023 – Our engineering team continues to work with SMUD to finalize plans for the electrical system for the new development project. SMUD engineers are working to providing their guidance and recommendations for the anticipated load increase. Our civil engineer is also finalizing plans for the entirety of the new site plan. Meanwhile, we have begun contacting contractors to start obtaining informal quotes for this project. Once final plans are approved by the city, we will begin the formal bidding process.

December 2022 – We close this year out by making final preparations for the Phase II submittal. We have contacted SMUD and paid a deposit to begin work on upgrades to the properties electrical system. This is necessary as the new facility will feature several Elective Vehicle charging stations and it is also anticipated that we will have a much bigger electric need. However, we will also be installing solar panels as required by the State of California. Our Civil Engineer is also prepared to submit his package, pending updates from the electrical side. We hope to complete this by the end of January. We will also be transitioning Boards in January, and the current exiting leadership will work closely so the new Board to ensure the project progresses as planned.

November 2022 – S&S Fence Co has completed installation of all fence panels! We have also submitted a deposit with SMUD to begin work on the design and construction of the upgraded transformer for the new building. This will likely be completed in Spring 2023. Wong Engineers is working on submitting a Storm Water Pollution Prevention Plan (SWPPP) to the California State Waterboard for review. The SWPPP shows the State Water Board that there are practices in place to maintain the area’s water quality and the WDID number we receive from them will be needed prior to us obtaining our building permit from the City of Elk Grove. Wong Engineers has also began working on Street Improvement Plans for the left-hand turn pocket on southbound Elk Grove Florin Rd. InshAllah we hope all of these items will be completed in the Spring of 2023 so we can proceed with grading of the property and construction of the parking lot.

October 2022 – S&S Fence Co has began installation of our fence panels! However, some panels are still in fabrication and there will be a slight delay until these panels are in. Some community members have inquired about the eastern side of the fence and the new vehicle gates. We will not be doing these segments until after the parking lot is completed, as its likely contractors will not guarantee that these fence segments will not be damaged during construction of the parking lot.

September 2022 – S&S Fence Co has given us an update that they anticipate the fence panels to be completed by the week of September 27th. We will schedule an installation date shortly thereafter. We have also submitted inquiries with the Sacramento Municipal Utilities District (SMUD) regarding electricity needs for the new structure and to upgrade the existing transformer and electric panel to accommodate the new facility and its power needs. We have also inquired with the City of Elk Grove to begin work on the left hand turn pocket on southbound Elk Grove Florin Rd, so that this work can be completed around the same time the new parking lot and driveway is ready.

August 2022 – The CSD Fire District has determined that we will need a 32,000-gallon tank to properly address the fire sprinkler needs of the new building. Our Engineering team is working on designing the new tank, water pump and FACP room in the new building. Once these designs are complete, our Civil Engineer will begin mapping the underground wet and dry piping for the new structure. Upon completion of all of these items, we will submit them to the City of Elk Grove for approval. This approval will then allow us to begin grading the property.

July 2022 – The CSD Fire District has scheduled a meeting to discuss our project and to give us a response to our AMMR submission from May. This discussion is to determine if our proposal for a 20,000-gallon fire tank will be accepted for the future Masjid’s fire sprinkler system. This response will allow us to begin designing the wet piping for the new facility, which includes sprinkler systems for our landscaping, drainage plans, and water access points in the new facility. In other news, our Masjid Tawheed secured several bids for the remainder of our Phase 1 CMU wall (see below). The EGACC Board of Directors and Oversight Council approved the bid for S & S Fence Co. The manufacturing process for our fence panels can take up to 6 weeks, therefore we anticipate completion of this portion of the project by the end of September 2022. June 2022 – We continue to search for contractors for the fence panels. We’ve had 4 visit the site thus far and have obtained 1 quote to date. We are waiting for the remaining contractors to send us quotes so we can award the project and get started! We are also continuing to work with the City of Elk Grove and CSD Fire Department on various aspects of our plans. These are necessary approvals before we can proceed to commencing Phase 2. Look for more updates in July InshAllah.

May 2022 – In May our mason completed the vast majority of work on the CMU wall. We’ve also began contacting metal fabricators to get quotes on the fabrication of the fence panels that will be installed. We also submitted documents to the CSD Fire Department to determine the water tank size for our new buildings sprinkler system. Our meeting with the Elk Grove Water District went well but the answer was not in our favor. We’ve also finalized plans for that affect the southeast corner of the site plan and have submitted them to the City for review. The responses from the two mentioned entities will also us to proceed to next steps and to apply for our grading permit. The below rendering is a satellite image of our property overlayed with the future site plan to give better insight on what is planned for our project. Please note, the image is not to scale, but just for informational purpose.

April 2022 – The month of April consisted of continued progress on our Southern, Western and Northern CMU Wall and Fence. Work on the Masonry portion is scheduled to be completed by the middle of May inshAllah. Our fence posts have been ordered and panels will be designed in the interim. In other news, we have submitted preliminary plans to the City of Elk Grove regarding our FEMA flood area. These plans are the first step in starting PHASE 2; the expanded parking lot and other associated structures in our site plan. We anticipate to learn more in the month of May from the City, and to submit plans to FEMA as well. This process can take a minimum of 3 months, please keep us in your dua so we can begin Phase 2 soon.

March 2022 – Construction begins at Masjid Tawheed. Our cement contractor begins digging on the south side of the property. On the north side, we have begun clearing out the area and removal of the existing wood fence to make space for the new wall going up. Masonry blocks have also been delivered, but we anticipate a few more truckloads in April. In other news, our Mechanical Engineer has made progress on the fire tank and pump designs. Finalization of these documents will allow us to submit paperwork to begin Phase 2, the parking lot, lighting, storm pond and other major features of the future project site.

February 2022 – Our team adds a Mechanical Engineering firm to begin work on the design of the fire tank and water pump for the future sprinkler system. These designs are necessary now for us to begin Phase 2 of our project, which is to pave the new parking lot. We have also awarded contracts to ECM Masonry and C and R Concrete to begin work on the Phase 1 CMU Wall. Our Civil Engineer provides critical updates for the CMU wall placement. Phase 1 work is expected to begin March 2022.

January 2022 – With the approval of our site plan, the Engineering Team focuses its attention on obtaining the necessary building permits to begin our project. We have submitted a series of clarification questions to the Elk Grove Building Department to learn about this lengthy process. We have also specified interest in the quickest route possible to obtain permits to begin construction on the parking lot. In other news, after nearly 6 months of searching and meeting with many contractors, Masjid Tawheed has secured 5 bids for our Phase 1 CMU wall. The EGACC Board of Directors and Oversight Council are in the process of reviewing each bid and will make a decision shortly to begin construction. December 2021 – Our project’s Public Hearing was held on Thursday December 16th, 2021. Masjid Tawheed is grateful to Allah and for the endless support we received from our community members, neighbors, partners and allies. Alhamdulillah, the Planning Commission APPROVED OUR PROJECT 5-0!

November 2021 – We experience a minor set back that caused some delays. However, we are now back on track and we continue searching for contractors to begin the first phase of our Project. The Planning Department has also informed us that our site plan submittal has met all conditions and that we are now ready for our project to go in front of the City of Elk Grove Planning Commission! Tentative date has been scheduled for mid-December.

October 2021 – We are excited to announce that we have received a partial approval to begin with Phase 1A of the project – construction of a fence on the Northern, Western and Southern perimeter of the Masjid property. Our surveyor denotes the property line and upon securing a bid, work will being immediately on Phase 1A! We will continue to work with the City to resolve the issue around the Eastern fence line. Work will commence once the issues regarding the flood zone have been resolved.

September 2021 – After several weeks of silence, we receive a response that the Engineering department now has a new issue with our fence being within the parameters of the flood zone; an issue that we have addressed and resolved multiple times over the past few years. The requested resolution is resubmitted. After several more days, a new issue arises again related to the same note. We have responded to the City regarding this issue and are awaiting a response.

August 2021 – The Planning Department informs us that Engineering and other departments have no additional comments on the site plan and will provide us with conditions of approval. Informs us that they will get us a Planning Commission Hearing date soon!

July 2021 – After several weeks of silence, we contacted the Project Manager from the City of Elk Grove to check on the status of our latest submittal and we were able to hold an in-person meeting. During the meeting we discussed the latest submittal and we were informed that no progress had been made due to short staffing. The project manager informed us that he would move the submittal to the appropriate departments so they could begin their review and would also follow up with the department director regarding another outstanding issue. We hope to hear back from the City of Elk Grove in August.

June 2021 – Further changes to our site plan implemented. The City of Elk Grove requests a 6ft meandering sidewalk to be planned on the western edge of our property. The site plan undergoes further revisions, accounting for changes to nearly 16,000sq.ft. of space along the western property line. All other pending comments have been addressed or completed through various channels. Final package submitted to the City of Elk Grove Planning Department! We now wait to hear back from the City about next steps.

May 2021 – After unknown issues, Sacramento County completes our lot merger, officially merging our existing property with the adjacent southern lot we purchased in 2016. We also held a meeting with the Planning Department, conducting a pre-submittal review of certain aspects of the site plan. We received additional feedback on outstanding points and will need to make some adjustments to the western edge of the property line in anticipation of future public works projects on Elk Grove Florin Rd. We plan to submit the next package sometime in June.

April 2021 – We met with the Planning Division and alleviated several points of concern from the last round of comments. New items have been added to the approval process; including a Biological Survey, Cultural Study and other Public Works related issues. Biological Survey has been addressed and Cultural Study will be completed mid May. We are working towards resolution of the other comments. Designing of the fire sprinkler system and its associated components that need to be addressed in this early phase of the project are also underway. We plan to submit the updated package once all of these items are completed.

March 2021 – After careful review of the Planning Divisions response, we have determined that a number of comments that were recently sent to us have previously been addressed, and in some cases several times. We have submitted a written response to the City of Elk Grove’s Planning Division to determine why these items still have outstanding comments and have also requested a formal meeting with the Planning Divisions staff regarding this issue. February 2021 – The City of Elk Grove Planning Division responded to our submitted package with additional comments. Our team is currently reviewing the requested items and will be responding to the City accordingly.

January 2021 – Updated package submitted to the City of Elk Grove Planning Department! We now wait to see if there will be further comments made from the City of Elk Grove Planning Department.

December 2020 – Traffic study revisions completed. Other reports updated by our Engineering team. Engineer Mahmood joins our EGACC General Membership meeting to provide updates to the community regarding our project and to answer questions live.

November 2020 – Engineering team continues to work on updates. Revisions to Traffic Study in progress.

October 2020 – Our Engineering team continues to work on addressing the City’s comments. Revisions are made to the landscaping plan, arbor report and others.

September 2020 – The City of Elk Grove Planning Department provides comments to our last package. Our Engineering team begins working on addressing them.

August 2020 – Drilling tests occur. Calculations are sent to our Engineering team. Site plan updated accordingly. Updated package submitted to the City of Elk Grove Planning Department!

July 2020 – Drilling test scheduled for next month. Landscaping and lighting plans are completed which incorporate the new site of the storm pond.

June 2020 – Engineering team continues to work on revisions to be submitted with the site plan. With the storm pond location being changed, we have had to make major changes. 

May 2020 – Updated drainage drawings submitted to the City of Elk Grove Planning Department for review by our engineering team.

April 2020 – Our engineering team continues to work on revisions; finalizing calculations and drawings for our drainage plan.

February 2020 – Our engineering team continues to work on revisions to the site plan to comply with the feedback from the City Planning Department. 

January 2020 – The Elk Grove Planning Department responds to our completed package with more comments. Our engineering team begins work on their responses. 

December 2019 – Landscaping drawings completed and final edits to the site plan are made. Completed Package Submitted to the City of Elk Grove! The EGACC Board of Directors holds a general membership meeting to update community members on this project and other items related to the Masjid. 

November 2019 – Final site plan updates are made based on feedback from the City.

October 2019 – No updates this month. More behind the scenes work continues with our Engineering team and further follow up with the City Planning department.

September 2019 – Wetland investigation report completed for our overall package.

August 2019 – Completed Arborist report for our package. Scheduled follow up meetings with the City regarding our project. Tree species on our property are identified, tagged and marked in the full report.

July 2019 – Second community outreach meeting held. At this meeting we provided information to our community members about changes to the site plan, mainly based on their feedback from our meeting in January.

June 2019 – Arborist Report completed for our completed package. Other engineering teams that are involved with the overall site plan also continue to update their drawings for the completed package based on the latest set of modifications. 

May 2019 – Traffic study is completed, wielding positive results for our Masjid project. Modifications to our site plan are also completed. 

April 2019 – The EGACC Board of Directors meets with Engineer Amin Mahmood to discuss some slight changes to our site plan after a meeting with the City Planning Department. Meanwhile, the traffic study by TJKM continues as planned. 

March 2019 – A first draft of the 3D Renderings for the new Masjid are completed and presented to the EGACC Board of Directors. After some modifications the renderings are completed, detailing the exterior of the future Masjid.

February 2019 – After hosting a Community Outreach meeting, our engineering team meets with planners from the City of Elk Grove regarding our site plan and some of the concerns raised at the meeting. As a result, a traffic study is ordered by the Elk Grove Planning Department. the EGACC Board of Directors contracts with TJKM to perform the traffic study at our site, a process that will take nearly 2 months. 

January 2019 – The EGACC Board of Directors hosts a Community Outreach Meeting for our neighbors to discuss our proposed site plan and to hear feedback from our neighbors.

December 2018 – Project Manager Eng. Amin Mahmood presents updates to the community at the Masjid Tawheed General Membership meeting.

November 2018 – Our engineering team continues to work on responses and edits for the requested revisions from the City of Elk Grove.

October 2018 – The City of Elk Grove responds with several items that need to be addressed in our site plan package. Our engineering team begins work on making the requested revisions.

September 2018 – Site plan package is submitted to the City of Elk Grove Planning Department!

August 2018 – Finalized package of our site plan from AM Structural Design is reviewed by the EGACC Board of Directors and approved to be submitted to the City of Elk Grove.

July 2018 – The EGACC Board of Directors and the Oversight Committee meet with AM Structural Design to review the updated site plan. Also, after receiving a request for changes, the septic system design is updated and resent to Sacramento Counties Department of Environmental Management for review.

June 2018 – Further changes to the overall site plan are made in response to test results so far. The Geotechnical report is completed and also the designs for the future Masjid septic system is sent to the Sacramento County officials for review.

May 2018 – Seven test holes are drilled and soil samples are collected. 2 percolation tests are also conducted for design of a retention basin. Lab work on the soil samples are underway and are sent to our Civil Engineer to complete his drainage system plan.

April 2018 – Percolation tests are complete as weather allows for better working conditions. Soil tests are ordered but ground is still too soft (due to wetness) for drilling to begin.

March 2018 – Due to heavy rain, the percolation tests are unable to be completed as scheduled.

February 2018 – Information is requested by and provided to the City of Elk Grove regarding how our Masjid will function and be utilized. An Environmental Review/Biological Assessment of our land is ordered by the City of Elk Grove. The City of Elk Grove Planning Department is provided with further information regarding the exterior elevations, septic tank design and overall site plan.

January 2018 – The EGACC Construction Committee along with our engineers from AM Structural Design Inc hold a pre-Submittal meeting with representatives from the City of Elk Grove Planning Department. Feedback is provided on the specifics of what the City of Elk Grove Planning Department will be looking for in our application package. Our engineers will take this feedback with them to continue working on our design and application package.

December 2017 – The Masjid al Tawheed Board holds a community meeting to unveil the designs for the new Masjid. Close to 50 members of the community participated in this meeting.

November 2017 – The Masjid al Tawheed Board creates a Construction Committee to manage the future masjid project and appoints Br. Haroon Rahmani, Br. Dawud Alekozay, Br. Farzan Farzad and Haji Farid Farzad to the EGACC Construction Committee.

October 2017 – AM Structural Designs continues discussions with FEMA and the City of Elk Grove seeking resolution to several obstacles regarding our land use.

September 2017 – Masjid al Tawheed Board meets with AM Structural Design Inc to discuss preliminary plans for the future Masjid project. AM Structural Design Inc. begins its work with the City of Elk Grove and other relevant agencies.

August 2017 – Masjid al Tawheed Board begins preliminary discussions with architects. After receiving architect bids, the Masjid Board selects AM Structural Design Inc, headed by Engineer Amin Mahmood.
