Construction Updates
August 2026 — Contractor Selected for Off-Site Improvements
After carefully reviewing four competitive bids, the Masjid Al-Tawheed Board of Directors is pleased to announce that Alccon General Engineering has been selected and awarded the off-site improvements project.
This phase includes constructing a second entrance and exit, along with a dedicated left-turn pocket.
Alccon brings decades of construction experience in the Sacramento region, including valuable experience working with the City of Elk Grove. The contractor has also met all required General A licensing, bonding, and documentation requirements for this phase.
We are excited to move forward, with construction currently anticipated to begin in September 2026, inshaAllah.
February 2026 — Off-Site Improvements and Building Plans
Masjid Al-Tawheed is seeking additional bids for the off-site portion of the project. This work includes constructing an additional entrance and exit, as well as a new left-turn pocket.
Alhamdulillah, we have received the necessary permits for this phase and are currently contacting contractors to obtain additional bids.
Meanwhile, our engineering team continues to develop the building plans in preparation for the first-round submission to the City of Elk Grove.
November 2025 — New Parking Lot Nears Completion
The final layer of asphalt for the new parking lot has been completed, adding approximately 130 usable parking spaces for our growing community, including several designated spaces for electric vehicle charging.
The foundations and posts for the new parking lot lighting have also been installed, preparing the area for improved visibility and safety throughout the property.
With the paving, striping, lighting infrastructure, and other site improvements coming together, this phase of the project is nearing completion, Alhamdulillah.
April 2025 — Major Site Work Completed
Over the past six months, all major grading work has been completed, all required compaction tests have been successfully completed, and the necessary inspections have been passed.
The required stormwater retention pond has also been constructed to collect and manage rainwater runoff from the property in accordance with the requirements of the City of Elk Grove.
With this major site work complete, we are preparing to pour the final layer of asphalt in the coming months, inshaAllah.
September 2024 — Underground Utilities Installed
Major progress is underway at the future site of Masjid Al-Tawheed. Underground utilities are being trenched and installed in preparation for the future building’s foundation. This work includes the necessary electrical, plumbing, and other utility connections.
June 2024 — Phase II Construction Begins
Alhamdulillah, Phase II is officially underway. Over the next several months, extensive work will be completed, including site grading and the installation of underground utilities for the future Masjid building.
May 2024 — On-Site Contractor Selected
The EGACC Board of Directors is happy to announce that we have selected Resilient Builders Inc. (RBI) for the on-site portion of Phase II.
We are in contact with the City of Elk Grove to determine a date for our pre-construction planning meeting, and we hope to break ground soon.
This portion of the project will complete all groundwork through the paving of the parking lot. Meanwhile, we look forward to submitting plans for Phase III—the Masjid building itself—in the near future.
April 2024 — Additional On-Site Bids Sought
The EGACC Board of Directors is seeking additional bids for the on-site portion of the project. We remain in contact with the contractors previously mentioned and continue to seek additional qualified bidders.
Meanwhile, our engineering team continues to work on securing approval for the off-site plans.
March 2024 — Phase II On-Site Plans Approved
Alhamdulillah, after more than a year of plan reviews and adjustments, our on-site plans for Phase II have been approved.
Phase II includes grading, the installation of underground utilities and lighting, construction of the stormwater retention pond, and the addition of nearly 130 new parking spaces at Masjid Al-Tawheed, with more planned during Phase IV.
This phase will also allow us to install a second entrance and exit on Elk Grove Florin Road, making it easier for community members to enter and leave the Masjid.
The EGACC Board of Directors is working with several contractors to collect bids, including:

- DryCo
- Resilient Builders Inc. (RBI)
- Trivel Construction
- McClernon Grading and Excavating
- Alta Concrete
As we continue working with other contractors to secure bids, we will update this list. Licensed Class A or Class B contractors are encouraged to contact admin@masjidaltawheed.com for consideration.
Our off-site plans remain under review.
February 2024 — On-Site Plans Resubmitted
Good progress continues on our on-site plans. A revised package was submitted in January incorporating the changes requested by the City.
All required fees have been paid, and our team continues working on the off-site improvement plans for Elk Grove Florin Road and Campbell Road.
We look forward to receiving good news in the near future, inshaAllah.
January 2024 — Sidewalk Revisions Requested
Our team experienced a delay after another change was requested concerning the proposed meandering sidewalk.
The request to remove this feature requires further revisions that will affect both our on-site and off-site plans. All involved teams are working to complete these changes.
December 2023 — County Coordination Moves Plans Forward
Our engineering team met with Sacramento County in November to discuss its outstanding issues and comments.
The meeting was productive and gave us valuable insight into the changes needed for our next submission. The team also continues working on revisions to our off-site plans.
November 2023 — Revised Plans Submitted
Our engineering team submitted updated plans to the City of Elk Grove incorporating the revisions completed since September.
No other major updates are available at this time.
October 2023 — Pond and Utility Revisions Underway
We received feedback from the City of Elk Grove and the Sacramento County Water Agency. Our engineering team has begun redesigning the stormwater retention pond.
The team has also submitted plans to the appropriate Sacramento County agency for approval of the proposed wastewater improvements.
Revisions to the off-site plans for Campbell Road and Elk Grove Florin Road are also underway.
September 2023 — Site Plan Revisions Submitted
After several months of work, our engineering team submitted revised site plans to the City of Elk Grove.
The revisions will now undergo City review, and we anticipate receiving a response in the coming weeks.
June 2023 — Phase II Plan Updates Continue
Our engineering team continues working on updates to the Phase II plans.
This work includes widening Campbell Road as required by our site-plan approval, deepening the stormwater retention pond, adjusting its surrounding retaining wall, improving visibility at the new entrance on Elk Grove Florin Road, and revising the electrical and landscaping plans in areas affected by the City’s comments.
We hope to submit all updated documents to the City soon.
May 2023 — City Comments Under Review
The City responded with a series of comments concerning the plans submitted in early April. Our engineering team is working to address each item.
Meanwhile, we continue seeking contractors with a Class A or Class B license to bid on the project.
April 2023 — Phase II Plans Submitted
Alhamdulillah, our engineering team submitted plans to the City of Elk Grove to begin Phase II of our construction project.
This phase includes grading the southern portion of the property, installing underground utilities such as water and electricity, fine-grading the site, paving the parking lot to add more than 120 spaces, constructing the stormwater retention pond, and installing irrigation and landscaping.
The work also includes conduits for lighting and electric-vehicle charging stations. A left-turn pocket from Elk Grove Florin Road into the new second entrance will make entering and leaving the Masjid easier.
We anticipate that the City’s review will take at least two months. Construction may begin in June 2023 or later, depending on when permits are issued.

March 2023 — Package Submission Nears Completion
Our engineering team is close to finalizing the submission package required to begin Phase II.
The Cosumnes Community Services District Fire Department has not yet responded to questions submitted nearly three months ago. We have therefore decided to proceed with placeholder items for the Fire Department to review during the City’s review process.
We anticipate submitting the package during the first week of April.
February 2023 — Electrical and Civil Planning Advances
Our engineering team continues working with SMUD to finalize the electrical plans for the new development. SMUD engineers are preparing guidance and recommendations concerning the anticipated increase in electrical demand.
Our civil engineer is also finalizing plans for the complete site. Meanwhile, we have begun contacting contractors to obtain preliminary estimates.
Once the City approves the final plans, we will begin the formal bidding process.
December 2022 — Phase II Submission Preparations Continue
We closed the year by making final preparations for the Phase II submission.
We contacted SMUD and paid a deposit to begin designing upgrades to the property’s electrical system. These upgrades are necessary because the new facility will include several electric-vehicle charging stations and will have substantially greater electrical needs. Solar panels will also be installed as required by the State of California.
Our civil engineer is prepared to submit the package once the electrical updates are completed. We hope to complete this process by the end of January.
The Board will also transition in January, and the outgoing leadership will work closely with the new Board to keep the project moving forward as planned.
November 2022 — Fence Completed and Infrastructure Planning Advances
S&S Fence Co. completed the installation of all fence panels.
We also submitted a deposit to SMUD to begin designing and constructing the upgraded transformer for the new building. This work is expected to be completed in spring 2023.
Wong Engineers is preparing a Stormwater Pollution Prevention Plan for submission to the California State Water Resources Control Board. The plan documents the practices that will protect the area’s water quality. The resulting Waste Discharge Identification number will be required before we can obtain a building permit from the City of Elk Grove.
Wong Engineers has also begun preparing street-improvement plans for the left-turn pocket on southbound Elk Grove Florin Road.
InshaAllah, we hope to complete these items in spring 2023 so grading and parking-lot construction can begin.
October 2022 — Fence Panel Installation Begins
S&S Fence Co. began installing the fence panels.
Some panels were still being fabricated, resulting in a slight delay. The eastern section of the fence and the new vehicle gates will be installed after the parking lot is completed because construction activity could otherwise damage them.
September 2022 — Fence Completion and Utility Coordination
S&S Fence Co. advised us that the fence panels should be completed during the week of September 27. Installation will be scheduled shortly afterward.
We also contacted the Sacramento Municipal Utility District regarding the new facility’s electrical needs and the upgrades required for the existing transformer and electrical panel.
In addition, we contacted the City of Elk Grove about the left-turn pocket on southbound Elk Grove Florin Road so the work can be completed around the same time as the new parking lot and driveway.
August 2022 — Fire Tank Requirements Confirmed
The CSD Fire District determined that a 32,000-gallon tank will be required to support the new building’s fire-sprinkler system.
Our engineering team is designing the new tank, water pump, and fire-alarm control-panel room. Once these designs are complete, our civil engineer will map the underground wet and dry utility lines for the new structure.
After these items are completed, we will submit them to the City of Elk Grove for approval. This approval will allow us to begin grading the property.
July 2022 — Fire Tank Review and Fence Contractor Selected
The CSD Fire District scheduled a meeting to discuss our project and respond to the alternate means and methods request submitted in May.
The discussion will determine whether our proposal for a 20,000-gallon tank will be accepted for the future Masjid’s fire-sprinkler system. The response will allow us to begin designing the wet-piping system, including landscaping sprinklers, drainage plans, and water access points within the new facility.
Masjid Al-Tawheed also received several bids for the remaining work on the Phase I concrete masonry wall. The EGACC Board of Directors and Oversight Council selected S&S Fence Co.
The fence panels may require up to six weeks to manufacture, so we anticipate completing this portion of the project by the end of September 2022.

June 2022 — Fence Bids and Phase II Approvals
We continue searching for contractors to complete the fence panels. Four contractors have visited the site, and we have received one proposal so far.
We are waiting for the remaining proposals before awarding the work and beginning construction.
We also continue working with the City of Elk Grove and the CSD Fire Department on the approvals required before Phase II can begin.

May 2022 — Wall Construction and Fire-System Planning
Our masonry contractor completed most of the concrete masonry wall during May. We also began contacting metal fabricators for proposals to manufacture and install the fence panels.
Documents were submitted to the CSD Fire Department to determine the required water-tank capacity for the new building’s fire-sprinkler system.
Our meeting with the Elk Grove Water District was productive, although its decision was not in our favor. We also finalized plans affecting the southeastern corner of the site and submitted them to the City for review.
Responses from these agencies will allow us to proceed with the next steps and apply for the grading permit.

April 2022 — Wall Progress and Phase II Planning
Work continued on the southern, western, and northern concrete masonry wall and fence throughout April. The masonry work was scheduled for completion by the middle of May, inshaAllah.
The fence posts were ordered, and the panels were being designed.
We also submitted preliminary plans to the City of Elk Grove concerning the FEMA flood area. These plans represent the first step toward Phase II, which includes the expanded parking lot and other structures identified in the site plan.
We expect to receive additional information from the City in May and also plan to submit documents to FEMA. This process may take at least three months.

March 2022 — Construction Begins
Construction began at Masjid Al-Tawheed. Our concrete contractor started excavation on the southern side of the property.
On the northern side, we cleared the area and removed the existing wooden fence to make room for the new wall. Masonry blocks were also delivered, with additional deliveries anticipated in April.
Our mechanical engineer also made progress on the fire-tank and pump designs. Completing these documents will allow us to submit the materials needed to begin Phase II, including the parking lot, lighting, stormwater retention pond, and other major site improvements.
February 2022 — Engineering and Wall Contracts Awarded
Our team hired a mechanical engineering firm to design the fire tank and water pump for the future sprinkler system. These designs are necessary before Phase II, which includes paving the new parking lot, can begin.
We also awarded contracts to ECM Masonry and C and R Concrete for the Phase I concrete masonry wall. Our civil engineer provided important updates concerning the wall’s placement.
Phase I work is expected to begin in March 2022.
January 2022 — Permitting and Wall-Bid Review
Following approval of our site plan, the engineering team turned its attention to securing the building permits required to begin the project.
We submitted clarification questions to the Elk Grove Building Department to better understand the permitting process and identify the fastest route toward beginning parking-lot construction.
After nearly six months of searching and meeting with contractors, Masjid Al-Tawheed received five bids for the Phase I concrete masonry wall. The EGACC Board of Directors and Oversight Council began reviewing the following proposals:

- Dream Pools and Outdoor Living
- Brick House Masonry
- ECM Masonry
- C and R Concrete

December 2021 — Project Receives Unanimous Approval
The project’s public hearing was held on Thursday, December 16, 2021.
Masjid Al-Tawheed is grateful to Allah and for the endless support received from our community members, neighbors, partners, and allies.
Alhamdulillah, the Planning Commission approved our project by a unanimous 5–0 vote.
November 2021 — Planning Commission Hearing Scheduled
We experienced a minor setback that caused some delays. However, the project is now back on track, and we continue searching for contractors to begin its first phase.
The Planning Department informed us that our site-plan submission had satisfied all conditions and was ready to be presented to the City of Elk Grove Planning Commission.
A tentative hearing was scheduled for mid-December.
October 2021 — Phase 1A Receives Partial Approval
We received partial approval to begin Phase 1A: constructing a fence along the northern, western, and southern boundaries of the Masjid property.
Our surveyor marked the property line, and work was expected to begin as soon as a contractor was selected.
We continued working with the City to resolve the issue affecting the eastern fence line. That work will begin once the flood-zone issues have been resolved.
September 2021 — Flood-Zone Issue Resubmitted
After several weeks without an update, the Engineering Department raised another concern about the fence’s location within the flood zone—an issue that had been addressed multiple times during the preceding years.
The requested resolution was resubmitted. When another concern related to the same note arose several days later, we responded and awaited further direction from the City.
August 2021 — Site-Plan Review Reaches Final Stage
The Planning Department informed us that Engineering and the other reviewing departments had no additional comments concerning the site plan.
The departments were expected to provide the conditions of approval, and the Planning Department indicated that a Planning Commission hearing date would be scheduled soon.
July 2021 — City Review Resumes
After several weeks without an update, we contacted the City of Elk Grove project manager and arranged an in-person meeting.
During the meeting, we learned that the latest submission had not progressed because of staffing shortages. The project manager agreed to distribute the package to the appropriate departments and follow up with the department director concerning another outstanding issue.
We hoped to receive another update in August.
June 2021 — Final Planning Package Submitted
Additional changes were made to the site plan after the City of Elk Grove requested a six-foot-wide meandering sidewalk along the property’s western boundary.
The revisions affected nearly 16,000 square feet along the western property line. All other outstanding comments were addressed through the appropriate channels.
The final package was submitted to the City of Elk Grove Planning Department, and we began waiting for information about the next steps.
May 2021 — Lot Merger Completed
After unexpected delays, Sacramento County completed the lot merger, officially combining the existing property with the adjacent southern lot purchased in 2016.
We also met with the Planning Department for a pre-submittal review of several elements of the site plan. The department provided additional feedback on outstanding matters, requiring adjustments along the western property boundary in anticipation of future public-works projects on Elk Grove Florin Road.
We planned to submit the next package in June.
April 2021 — Studies and Sprinkler Design Advance
We met with the Planning Division and resolved several concerns raised during the previous review.
New requirements were added to the approval process, including a biological survey, cultural study, and other public-works matters. The biological survey was completed, and the cultural study was expected to be completed in mid-May.
Work also continued on the fire-sprinkler system and its related components, which needed to be addressed during this early phase.
We planned to submit the updated package once these items were completed.
March 2021 — Planning Comments Reviewed
After carefully reviewing the Planning Division’s response, we determined that several recent comments addressed matters that had previously been resolved, in some cases more than once.
We submitted a written response asking the City of Elk Grove Planning Division why those comments remained outstanding. We also requested a formal meeting with Planning Division staff.

The City of Elk Grove Planning Division responded to our submitted package with additional comments.
Our team began reviewing the requested items and preparing its response.
January 2021 — Updated Planning Package Submitted
An updated package was submitted to the City of Elk Grove Planning Department.
We began waiting to learn whether the Planning Department would provide any further comments.
December 2020 — Traffic-Study Revisions Completed
Traffic-study revisions were completed, and our engineering team updated the other required reports.
Engineer Mahmood joined an EGACC general membership meeting to update the community and answer questions about the project.
November 2020 — Traffic-Study Revisions Continue
The engineering team continued working on project updates, including revisions to the traffic study.
October 2020 — City Comments Addressed
Our engineering team continued addressing the City’s comments.
Revisions were made to the landscaping plan, arborist report, and other project documents.
September 2020 — City Review Comments Received
The City of Elk Grove Planning Department provided comments on our latest submission.
Our engineering team began working to address them.
August 2020 — Drilling Tests and Updated Site Plan
Drilling tests were performed, and the resulting calculations were sent to our engineering team.
The site plan was updated accordingly, and a revised package was submitted to the City of Elk Grove Planning Department.
July 2020 — Drilling Test Scheduled
A drilling test was scheduled for August.
The landscaping and lighting plans were also completed, incorporating the stormwater retention pond’s new location.
June 2020 — Plans Revised for Relocated Pond
Our engineering team continued revising the plans for submission with the site plan.
Relocating the stormwater retention pond required substantial changes to the plans.
May 2020 — Drainage Drawings Submitted
Our engineering team submitted updated drainage drawings to the City of Elk Grove Planning Department for review.
April 2020 — Drainage Plans Finalized
Our engineering team continued revising the project documents and finalizing the calculations and drawings for the drainage plan.
February 2020 — Site-Plan Revisions Continue
Our engineering team continued revising the site plan to address feedback from the City Planning Department.
January 2020 — City Issues Further Comments
The Elk Grove Planning Department responded to our completed package with additional comments.
Our engineering team began preparing its response.
December 2019 — Completed Package Submitted
The landscaping drawings were completed, and final edits were made to the site plan.
The completed package was submitted to the City of Elk Grove.
The EGACC Board of Directors also held a general membership meeting to update community members about the project and other matters involving the Masjid.
November 2019 — Final Site-Plan Updates
Final site-plan updates were completed based on feedback from the City.
October 2019 — Engineering Work Continues
No major updates were available this month.
Our engineering team continued working behind the scenes and following up with the City Planning Department.
September 2019 — Wetland Investigation Completed
The wetland investigation report required for the overall application package was completed.
August 2019 — Arborist Report Completed
The arborist report was completed for the application package.
Follow-up meetings with the City were scheduled, and the trees on the property were identified, tagged, and documented in the full report.
July 2019 — Second Community Outreach Meeting Held
A second community outreach meeting was held.
During the meeting, we informed community members about changes to the site plan, many of which were based on feedback received during the January meeting.
June 2019 — Engineering Documents Updated
The arborist report was completed for the project package.
The other engineering teams involved with the site plan also continued updating their drawings based on the latest modifications.
May 2019 — Traffic Study Completed
The traffic study was completed and produced positive results for the Masjid project.
Modifications to the site plan were also completed.
April 2019 — Site-Plan Adjustments and Traffic Study
The EGACC Board of Directors met with Engineer Amin Mahmood to discuss minor changes to the site plan following a meeting with the City Planning Department.
Meanwhile, TJKM continued conducting the traffic study.
March 2019 — 3D Renderings Completed
A first draft of the new Masjid’s 3D renderings was completed and presented to the EGACC Board of Directors.
After several modifications, the final renderings depicting the future Masjid’s exterior were completed.
February 2019 — Traffic Study Commissioned
After hosting a community outreach meeting, our engineering team met with City of Elk Grove planners to discuss the site plan and concerns raised during the meeting.
As a result, the Elk Grove Planning Department required a traffic study. The EGACC Board of Directors hired TJKM to perform the study, a process expected to take nearly two months.
January 2019 — First Community Outreach Meeting Held
The EGACC Board of Directors hosted a community outreach meeting for our neighbors to discuss the proposed site plan and share their feedback.
December 2018 — Project Updates Presented
Project Manager Engineer Amin Mahmood presented project updates during the Masjid Al-Tawheed general membership meeting.
November 2018 — City Revisions Addressed
Our engineering team continued preparing responses and revisions addressing the City of Elk Grove’s requests.
October 2018 — City Requests Site-Plan Revisions
The City of Elk Grove identified several items that needed to be addressed in the site-plan package.
Our engineering team began preparing the requested revisions.
September 2018 — Site-Plan Package Submitted
The site-plan package was submitted to the City of Elk Grove Planning Department.
August 2018 — Package Approved for Submission
The EGACC Board of Directors reviewed the finalized site-plan package prepared by AM Structural Design and approved it for submission to the City of Elk Grove.
July 2018 — Site Plan and Septic Design Reviewed
The EGACC Board of Directors and Oversight Committee met with AM Structural Design to review the updated site plan.
After receiving a request for changes, the septic-system design was also revised and resubmitted to the Sacramento County Department of Environmental Management.
June 2018 — Geotechnical Report Completed
Additional changes were made to the site plan in response to the test results received at that time.
The geotechnical report was completed, and the future Masjid’s septic-system design was submitted to Sacramento County officials for review.
May 2018 — Soil and Percolation Testing Underway
Seven test holes were drilled, and soil samples were collected.
Two percolation tests were also performed to support the design of the stormwater retention basin. The soil samples were sent for laboratory testing, and the results were provided to our civil engineer for use in completing the drainage-system plan.
April 2018 — Testing Resumes as Conditions Improve
The percolation tests were completed after weather conditions improved.
Soil tests were ordered, but the ground remained too wet and soft for drilling to begin.
March 2018 — Rain Delays Percolation Testing
Heavy rain prevented the scheduled percolation tests from being completed.
February 2018 — City Review and Environmental Assessment
The City of Elk Grove requested information about how the Masjid would function and be used, and our team provided the requested details.
The City also ordered an environmental review and biological assessment of the property.
Additional information concerning the exterior elevations, septic-tank design, and overall site plan was submitted to the City of Elk Grove Planning Department.
January 2018 — Pre-Submittal Meeting Held
The EGACC Construction Committee and our engineers from AM Structural Design Inc. attended a pre-submittal meeting with representatives from the City of Elk Grove Planning Department.
The City explained what it would expect to see in the application package. Our engineers used that feedback to continue developing the design and submission materials.
December 2017 — New Masjid Designs Unveiled
The Masjid Al-Tawheed Board held a community meeting to unveil the designs for the new Masjid.
Nearly 50 community members attended.
November 2017 — Construction Committee Formed
The Masjid Al-Tawheed Board created a Construction Committee to manage the future Masjid project.
The Board appointed Br. Haroon Rahmani, Br. Dawud Alekozay, Br. Farzan Farzad, and Haji Farid Farzad to the EGACC Construction Committee.
October 2017 — Land-Use Obstacles Reviewed
AM Structural Design continued discussions with FEMA and the City of Elk Grove to resolve several obstacles concerning the use of the property.
September 2017 — Preliminary Project Planning Begins
The Masjid Al-Tawheed Board met with AM Structural Design Inc. to discuss preliminary plans for the future Masjid.
AM Structural Design began working with the City of Elk Grove and other relevant agencies.
August 2017 — Architectural Firm Selected
The Masjid Al-Tawheed Board began preliminary discussions with architects.
After reviewing proposals, the Board selected AM Structural Design Inc., led by Engineer Amin Mahmood.
May 2015 — Adjacent Lot Purchased
